I think you should have added the options to /etc/rcS.d/S07hdparm file 
not S70hdparm file. But that's the initialisation script. Instead of 
messing with the script, which may change in the future, you can add 
your options to /etc/hdparm.conf. I added something like:
  command_line {
        hdparm -q -m16 -q -c3 -q -u1 -q -S4 -q -d1 /dev/hdc
  }
