networking bug?

Can someone help me understand if network routing is not broken with
ubuntu.  I've configured a wireless card for DHCP and cannot seem to
select the eth1 device as the gateway device.  This means I don't have
a default route.  I cannot add it either:  sudo route add default gw
192.168.1.1 returns "SIOCADDRT: Network is down" " sudo
/etc/init.d/networking restart" doesn't help this either.

This usually happens if I try to create a static IP for a local
network on my eth0 device, and do not specify a gateway.  If I do
this, and then attempt to stop that device and restart the eth1
wireless device, I cannot get the routing to work unless I reboot.
