Depends on the meaning of 'critical,' but generally: yes.

It depends. Personally, I track the Debian source packages' status
of the universe packages I use via the great Package Tracking System.

For example, I subscribed to trac's package status at
http://packages.qa.debian.org/t/trac.html and got notified of
the recent Trac vulnerabilities that are not yet fixed in Ubuntu:
https://launchpad.net/distros/ubuntu/+source/trac/+bug/5297
