I remembered that the kernel config is put into /boot, (and this is with
a standard ubuntu kernel):

    david at box:~ $ grep -i notify /boot/config-2.6.12-10-686
    CONFIG_INOTIFY=y
    CONFIG_DNOTIFY=y
