Well, no.  The only one of those I know is KDevelop, but I guarantee you
that it doesn't "reinvent the wheel" and include things like editors.  It
uses the KEdit kpart for editing, Kdbg/gdb for debugging, etc.

Most IDE's (linux or otherwise) invoke an external compiler, so that's not
really an issue.
