Yours is not a dumb question.  

The following advice may not be so crystal clear to start, but you'll
get the idea soon.  I recommend following Jesper Krogh's advice; it's
easy; here's how:

This is a good place to start:

Then do this when you find a package you want:
http://www.ubuntuguide.org/#synaptic
