Why did you download software by hand. Is there's no package available from
synaptic? Maybe you then should first add the universe and multiverse
repositorie first and try again with synaptic.
Or is the host you want to install software not connected to the internet?
Then it's better to create a local mirror on another host, CD, DVD. If you
need advice on this, ask again.

If these packages are already compiled, for your specific ubuntu-version AND
for your architecture, you may be able to install them by using "dpkg -i
Filename". But you'll surely run into DEPENCIES-TROUBLE.
