I had the same problem, only root was able to use scanner.

I have an scsi scanner and it was found on /dev/sg2

/dev/sg2 has rw for group "disk", so I added my user to the group disk
and everything was ok.

maybe this implies any security risks, I don know and because I am the
only person working with my machine, I even do not care ;)

If you are not sure, if scanner is found: use "sane-find-scanner" and
"scanimage -L" as root and as normal user to see, what happens. Of
course, in a console window.

Also, and that was really stupid, I had Kooka installed, but not sane,
so you might want to check, if sane packages are installed: apt-get
install sane
