resolution on the inspiron 700m and using an external monitor

I also have a problem with i855crt, which is upposed to help me use
the external monitor. I cant seem to be able to move 2 files namely
i855crt.conf to /etc/ and the i855crt program to /user/local/sbin/ it
keeps telling me i have no permission, is there another way for me to
move those files? is there a command line solution?
