Marc,

The people to talk to about getting new packages into Ubuntu is the
Masters of the Universe. They have a great tool called REVU for people
who want to get new stuff into Ubuntu.

Contact them on #ubuntu-motu on Freenode.

For the record, the Ubuntu backports people are only backporting
packages that are already in Ubuntu, so you need to talk to the MOTU's
first.
