libdvdcss2 -what and where ?-

Hello,
I tried several times finding what package it is related to, and
what repository I should add to the sources.list, but didn't find.
I tried with apt-file search too, but maybe not very keen, didn't find
either.
The unofficial wiki
http://www.ubuntuguide.org/#codecs

does not say much more than 'sudo apt-get install libdvdcss2' and that 
does not go well:
