Missing virtual terminals

When I press ctrl+alt+<function keys>, nothing happens; I remain
inside Gnome/Kde only; as if nothing had been pressed.

I tried installing xkbutils as well. but I could not find any package
by that name; my sources.list is the same from ubuntuguide.org; no
idea what is happening now.
