Is there any way of configuring pam in such a way that su behaves like
sudo, i.e. asks for the user's password before executing something as
root?

Software is not manufactured, it is something you write and publish.
Keep Europe free from software patents, we do not want censorship
by patent law on written works.
Ah, good taste! What a dreadful thing! Taste is the enemy of
creativeness.
