X-Chat for GNOME, or Konversation for KDE.

Choose your client, install, and run it.  Most GUI clients will then present 
you with a dialog window that lets you type in (or choose) the server/network 
to connect to (a network can be made of up many, basically identical 
servers), and the username you want to use, etc.

Connecting may take a moment.  Afterwards, just type the command:

     /join #ubuntu

to get into the right channel (aka "chatroom").  OR, you could also have 
specified the channel/room in the connection dialog that your client 
presented on startup.

DO read up on a good intro to IRC somewhere, though.
