Preventing loading of modules

The Kernel itself!  Sometimes when a certain service is requested, the
Kernel try to load the module(s) associated with that kind of
service(s).  As an example (there is more of course!): network protocols
(when configure a network interface), file-systems (when mounting the
file system), and encryption (when asked specifically for some kind of
encryption by an application or indirectly as the situation when
mounting encrypted file-systems).

But you're correct, as in this situation it's most likely either
"hotplug" or "discover" that loads those two modules.
