securing gnome logoff

Tristan Wibberley asked about securing the "shutdown" and "reboot"
options from within GNOME. Once that was sorted, the next problem was
re-enabling them just for the login screen:

Erm: why not use Ctrl-Alt-F1 to get into a text terminal, login, and run
"reboot" or "poweroff"?
You could create a shutdown user with sudo rights to run just those two
commands without requiring a password.
