You can't.  As has already been stated here a half million times,
Windows does things in a way that gives the user the perception that
Windows is faster.  Because of this, windows "feels" faster.  All you
can do is explain the long lists of facts that have already been given
here.  Right now Desktop Linux "feels" a little slower, even if it
really isn't.
