fluxbox tabs missing

I have encountered a mystery that totally perplexes me.  I installed
Fluxbox from the Breezy repository (I also did this from the Hoary
stable repository previously with the same result.), and was able to
work out getting a full menu displayed, but the windows display with
no tabs, so I am unable to use the tab/grouping function, which is why
I wanted to try Fluxbox again in the first place.  The ~/.fluxboz/init
file has session.tabs set to true, so they should be turned on, but
not only are they not displayed, there is no reference to them in the
Configuration menu or the window context menu.  Is there something
more that should have been installed? Or is the Ubuntu package
corrupted?
