Alright, I felt guilty for grinding that axe and not offering anything
productive. The performance slider is run by a wizard called
KPersonalizer. alt-F2, kpersonalizer should do it.

I realize this is probably an oversimplification of what your looking
for. As a matter of fact, using the slide bar in a situation like this
seems like an abuse of the widget, but there it is.
