Perhaps another way to word your question is:
Is Device Manager useful for anything?
The answer, IMNSHO, is no, at least in general.
OTOH, it can be useful for debugging when you get into details of
something specific. It helped me find out what port my USB cradle for
my Visor was connected to.
Perhaps a different name would make it clearer what its purpose is.
Maybe call it: "PCI bus details you don't care about unless you are
debugging something at a low level".
