Cups Network Printing problem, one more try, is it a DNS problem?

So my printer is still not found, but I need this to work. Now I found 
the follwing using etheral to analyse internal packages:

So I guess that I have some kind of DNS Problem, but I'm not really sure 
and even if it's like this, how can I solve it, why does my laptop 
(99.99.99.190) search for a DNS entry for a given IP Adress? I don't 
understand this!

Please can anybody help me?
