if you have a walid symlink in /etc/rc2.d/S20laptop-mode it should be 
started.

are you on battery?
have a look at /etc/laptop-mode/laptop-mode.conf and tweak it to your needs.

cat /proc/sys/vm/laptop_mode
if this is != 0 laptop_mode should be enabled.
