A default install doesn't need one because there aren't any open ports
(similar to Mac OSX, for example). Once you open some, you might want
to look at Firestarter, which has a fairly useable interface and is in
either the main or universe repositories via synaptic. (Not in front
of a Ubuntu machine right now, and I can't remember which one.)
