Package List before installation?

Really - there must be a way to do this.  With RedHat and Suse I can 
just peruse the ftp directories to see which packages belong to a release.

I would expect to be able to look in http://archive.ubuntu.com to see 
which packages are available for Hoary, but I have looked to no avail. 
I do not know apt very well.
