Usually because these packages DO compile with only free software and
eclipse itself doesn't: it needs j2sdk1.3 (See the bottom of this
message)
There are people working on Java in Ubuntu, check the following page and

If you install Java yourself, you can apt-get source eclipse and try to
compile it yourself.
