Panels change positioning

Hi,

I like having both default panels on the top of my desktop, first the 
default top one, then the default bottom one (with the window and 
desktop switcher). I arrange them accordingly but after I log in again, 
they change around, i.e. the panel with the window switcher is at the top..

How can I stop that?! (It worked in Warty and the Preview Release)
