I am not from Brazil (I am Argentinian), but I think I can answer anyway:
1- National pride. A "national made" distro will be easy to be backed
by people (and politicians)
2- Could be a good bussiness oportunity for them. Instead of sending
money to Redmond, it will be better if they could invest local.
Being from Latin America, I think that 1 and 2 are a prodominant
opinnion here (at least be people aware of this).
