Upgrade to Hoary: Ubuntu-update

When the Preview of Hoary was released, I upgraded from Warty (which I
had been running) to Hoary. Worked fine. I've done a number of
upgrades since then, and when the final came out, I upgraded again to
that. Everything runs nicely, gnome 2.10 is great (finally windows
networking that works), etc.

Then yesterday I noticed when looking at a friends' fresh install of
Hoary that something was different. For example, I don't have the
"Ubuntu Update Manager" item under System...Applications.

PS. Okay, as I was writing this, the solution dawned on me. Since I
was just "upgrading" from Warty, a new package like ubuntu-update
would not be upgraded since it didn't exist in Warty. So I just now
looked for at and sure enough it's there in the repositories, so I'm
installing it now. Okay, that's solved. But it seems to me that such
an important new feature of Ubuntu should be automatically installed
when "upgrading" from the previous release (ie, Warty).

It makes me wonder if there are other "new features" in Hoary that
require separate packages not originally available in Warty and
therefore not "upgraded" and have to be manually installed. Anyone
know?
