I found my problem.

The upgrade updated /etc/mkinitrd/mkinitrd.conf and changed
ROOT="/dev/md2 ext3" to
ROOT=probe.

I changed it back to the previous setting and re-ran apt-get.  The
remaining packages installed in a few seconds,  and all the
packages are now installed.
