I'm seeing the same thing at "planetmirror".  My ISP has a peering 
arrangement with pacific.net.au so I usually use them instead (not an 
"offical mirror" AFAIK, but it works):

http://mirror.pacific.net.au/linux/ubuntu-releases/

There's also:
http://mirror.pacific.net.au/linux/ubuntu/ for your sources.list.
