Activate the Hoary Universe repository in Synaptic and you'll be able to
install Bluefish 1.0+cvs2005021601-0ubuntu1.

Regarding your second question, it appears that only one version
(4.0.23) of MySQL is in the Hoary repos. Don't know how that mirrors
Debian's sid repo(s), but the Ubuntu team may just supply a current (at
release time) version of a package to keep things simple (just
guessing).
