Warty - Intel USB Webcam not Working

I've been playing around with a USB webcam.  Gnomemeeting says "no
device detected".  So I did a 'tail -f /var/log/messages' and got this:

Apr  1 22:44:56 localhost kernel: usb 4-1: USB disconnect, address 2
Apr  1 22:45:03 localhost kernel: usb 4-1: new full speed USB device
using address 3
Apr  1 22:45:04 localhost kernel: usb 4-1: new full speed USB device
using address 4
Apr  1 22:49:07 localhost kernel: usb 4-1: USB disconnect, address 4
Apr  1 22:49:21 localhost kernel: usb 4-1: new full speed USB device
using address 5
Apr  1 22:49:21 localhost kernel: usb 4-1: new full speed USB device
using address 6

It saw the unplug as address 2, plugged in and it saw address 3 and 4.
Unplugged as address 4, plugged in again and it saw it as address 5 and 6.

That doesn't seem right.  However, I installed gqcam just as a test and
it complains that there is no /dev/video so maybe my problem is in that
direction?  I can make a /dev/video if I know where it should be
pointing.  Or am I missing something else?
