error with pppoe at boot

Hello!
I have a problem with ADSL:
my pppoeconf don't works at boot. I have download the "New pppoeconf" from 
https://bugzilla.ubuntu.com/show_bug.cgi?id=1153 , but in /usr/sbin I cannot 
add file. The error of output is: Error "not allowed Operation" during the 
movement of "/usr/sbin/pppoeconf".
Which it is the procedure? Thank You.
