package needs? where to address

Hello

Where should we address package needs?
I have been wanting to install a few packages lately, but there were not in
ubuntu universe (gaim-encryption, wi-fi radar, helix..)
I am very new to the debian world, and I don't have much of a clue on how all
those packages things works in the backend, who does them, when, how, etc..

Can anyone shade some light?
