Ubuntu puts the preferencs panels and links to home, etc under the
"Computer" item of the panel menu bar. But AFAIK those links are still
missing from the foot menu icon, could it be that you are using that?
The panel menu bar can be found as "menu bar" in the "Add to Panel"
dialog.
To start the theme manager separately, try running "gnome-theme-
manager".
