missing packages in universe?

I tried to install my favorite science package called paw:

skluth at sn2dhcp4 ~ $ sudo apt-get install paw
Password:
Reading Package Lists... Done
Building Dependency Tree... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
  paw: Depends: libgraflib1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libgrafx11-1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libkernlib1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libkuipx11-1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libmathlib1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libpacklib1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: libpaw1 (>= 2004.01.20-4) but it is not going to be
installed
       Depends: paw-common but it is not installable
E: Broken packages

so some packages are missing ... but it exists happily in debian/unstable,
section science.  I thought everything in debian/unstable is made
available in universe?
