Ah, yes, I remember this one now:  There is the bootkbd parameter, which I
hoped would Do The Right Thing.  However, if I boot the installer
with bootkbd=fr, the installer freezes with a line stating

SET debian-installer/keymap fr

The CD keeps spinning, and then nothing else happens.
