The desktop you see after installation is GNOME, its translation pages
live at http://developer.gnome.org/projects/gtp/ . To see if your
language is being translated, look at
http://developer.gnome.org/projects/gtp/teams.html .

For the installer, take a look at
http://people.debian.org/~seppy/d-i/translation-status.html as the
ubuntu installer is based on the debian installer.
