Are applications prelinked?

By default, are applications prelinked?

Reason I ask is apps seem to take quite a while before they appear on
first launch.

Also, Ximian Evolution seems *very* slow to me.  Thunderbird is much
faster. 

Just an observation.

P.S.  I am coming from Gentoo, so I accept things will be a bit slower.
