German Umlaute in consoles are partly broken ...

Hello,

I can not see the German Umlaute in system messages in console and 
x-terminal.
If I run dpkg-reconfigure without root priviledges I get this error:
/usr/sbin/dpkg-reconfigure mu� als root ausgef�hrt werden

It should be:
/usr/sbin/dpkg-reconfigure muß als root ausgeführt werden

But I can enter the Umlaute with my keyboard.

Do I need the util-linux-locales package or what is wrong?
