Runlevels with GRUB

I have tried passing the runlevel parameter in GRUB e.g.
- title boot_into_shell
- root (hd0,0)
- kernel /boot/vmlinuz*-386 root=/dev/hda1 3
- etc
- etc
In Fedora I was able to pass the runlevel into the kernel options after the root
entry.
Can that kind of thing be done in Ubuntu.
Thanks in advance for any ideas.

P.S. I want to have that as an additional entry so I can boot into the shell if
need be, but normally I use runlevel 5.
