We should fix modconf instead, since it needs changes anyway (dropping
the PCMCIA stuff). At the moment it's basically a disaster and can't be
autobuilt, which means that we can't have it even in universe: we don't
have any hand-built binary packages.

I had a brief look at fixing up modconf to unpack the linux-source
tarball during the course of the build rather than requiring the builder
to unpack it first, but it seemed to be more work than the twenty
minutes I had available. Patches welcome.
