trying to scale the cpu freq

hi all,

i'm trying that: scale the cpu-freq of my tibook 667mhz.

i'm using the 2.6.8 standard kernel of ubuntu that come with this
modules.

i have cpufreq_userspace  and cpufreq_powersave loaded and i know that i
need to 

# echo "powersave"
> /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor

in order to scale the freq.

but the problem is:

/sys/devices/system/cpu/cpu0/  is empty!

why?

my cpu cannot support the freq reduction?
