Can't manage to find rar or unrar packages

This is because universe does not contain non-free packages from
Debian. If you really need them, then please either download them
manually from http://packages.debian.org/unstable/utils/rar, or add
Debian's non-free apt source:

  deb http://ftp.de.debian.org/debian/ testing non-free
