ntldr is missing

primary hard drive is empty, but secondary may have data on it. I'm
fairly sure the cd-rom drive isn't bootable since I can't get windows
xp cd to boot either, and it is first on the list of boot devices in
bios, followed by floppy, and I tried making floppy first as well,
with the same message ntldr is missing showing up every time.
