inkscape crashes in hoary branch

Forgive me if this sounds a little silly, but I want to make sure I'm
doing the Right Thing [tm].  :-)

I switched over to the Hoary branch yesterday and apparently Inkscape
was one of the upgraded apps. (now at version 0.39) Now, whenever I
try and open the "fill and stroke" dialog box, the application
crashes. (talk about a showstopper!)

I'm pretty sure the right thing to do is to open a bug in the Ubuntu
Bugzilla - but I wanted to check first as this will be my first
official bug report. Anything special I should know about the
bug-filing process?
