No, this is a "problem" in the linux kernel.

When the ipv6 module is loaded, it is immediatly marked as in use.
The main problem is that it is not possible for the kernel to tell
applications that a protocol is going away.
iirc it is missing such a signal around and each application should be
able to reconfigure itself. That's a pretty dangerous operation to
perform, specially if you are using that protocol at unload time.
There is also the problem for the kernel to understand which application
is using the protocol.

There were several long discussions on the linux kernel mailing list
explaining all the details of such operation. but in very short is not
possible.
