How to get ubuntu to not start X on boot

I am using ubuntu as a network analyzer and don't need the gui. How can I
get it to start without the gui? I'm pretty sure it's in the inittab file
but it's not commented very well and I'm not sure which runlevel to set it
to. Also, would it just be a simple startx to start gnome back up.
