No, librsvg doesn't include the svg theme engine by default, and the
Industrial engine does not use librsvg or SVG. There is really no reason
to use the librsvg-based SVG theme engine until someone makes one that
outclasses Industrial.

At the moment, artwork comes under Desktop, which I'm leading. There
will be lots of cool stuff to do with regards to artwork, including
regional artwork, pre-release 'theme' artwork (theme meaning concept,
not the technical term), etc.
