"Stock" ubuntu kernel build procedure, /lib/modules/<version>/boot/capability.ko, and "kernel-package"

Hi all.

As far as I can tell, all the stock Ubuntu x86 kernel packages contain a
file:
/lib/modules/<ver>/boot/capability.ko
which is hard-linked to
/lib/modules/<ver>/kernel/security/capability.ko

When I create my custom kernel using kernel-package using the stock
kernel's ".config" file, the directory:
/lib/modules/<ver>/boot/
doesn't even exist (and as a result, hald throws errors on boot).

I guess my questions are:
1) I know I could just add the line "capability" to /etc/modules. If _I_
can do this, why the hard-link in the stock kernels?
2) Is the build procedure for the stock kernels documented anywhere?
(I've already searched all the "kernel-*"/"linux-*"/"kernel-package"
documentation, but I've found nothing.) I ask so that I can use the
Ubuntu/Debian procedure to get the hard-link.

If anyone doesn't know the answer but _does_ know where I should go next
to find out more, please let me know (perhaps I should just mail
Herbert!).
